Thor, small at 9 weeks only 14.5 lbs

His name is Thor, I got him from a breeder and was told he was a full German Shepherd.

He currently weighs 14.5 lbs and was 9.2 lbs when I got him 2 weeks ago.

Thor eats Pedigree puppy targeted nutrition food and eats 1 1/3 cup 3 times a day.

He runs and plays on 1 acre with 10 month old mix breed that weighs 66.5 lbs.

I'm wondering if he is too small, and not a full breed. He has the black muzzle, short hair and is mostly tan / blonde.
