I have an Eva who has just turned 13 months. She is 63 cm and 32 kg.

This is NORMAL, not big, not small, NORMAL. At 14 months she will still grow for another 10 months, and depending on the type of breed (mine is a Maraya) may grow for another 6-12 months afterwards (the post 24 month growth is minimal).

A healthy NORMAL female GSD isn't monster sized.

Your Eva looks the same as mine, beautiful.
